March 12, 1869 — the Zemstvo post of Laishevsky Uyezd (Kazan Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Laishevo, along two zemstvo routes in the southern and northern directions twice a week. Ordinary mail, money correspondence, and parcels were accepted. A fee was charged for the delivery of private correspondence.

From May 10, 1896, to pay for the delivery of private correspondence (ordinary and registered letters and parcels), zemstvo postage stamps with a 3-kopeck denomination were introduced. The design is similar to that of the stamps of Bugulminsky Uyezd of the Samara Governorate. They were printed in a private printing house. They were canceled in ink (by crossing out or by writing the date), as well as with round and oval handstamps. From the end of 1904, the delivery fee was abolished, but an insurance fee for forwarding private money letters was retained.
