Zemstvo post of Ostrogozhsky Uyezd (Voronezh Governorate). Opened in 1867. Mail was sent from the uyezd administrative center, the town of Ostrogozhsk, to 30 volost administrations of the uyezd. From 1 January 1879, zemstvo postage stamps valued at 1 kopek were introduced for private letters and wrappers. The stamps have a rectangular frame or a frame with a rounded top; inside it the denomination is indicated, and along the edges is the inscription "Ostrogozhsk Zemstvo Post stamp". The stamps were cancelled in ink. From 1 January 1884, the sale of stamps ceased, and private correspondence was delivered free of charge.
