The scale of World War I demanded a new level of solving the problem of providing assistance to wounded and disabled soldiers. At the beginning of the war, amid a surge of nationwide patriotic enthusiasm, the All-Russian Zemstvo Union for Aid to Sick and Wounded Soldiers and the All-Russian Union of Cities emerged. Within these unions, extensive work was carried out to assist sick and wounded soldiers. Public organizations created by the union were engaged in equipping hospitals, sanitary trains, and feeding stations; procuring medicines and linen; training medical personnel; and other related activities. In view of the resolution adopted by the congress of city mayors in Moscow on August 8 and 9, 1914, to establish the All-Russian Union of Cities for Aid to Sick and Wounded Soldiers and to the families of called-up reservists, the Minister of the Interior submits a most humble report requesting permission for cities to join the said Union.
