From October 1966 to November 1969, the eleventh definitive issue was placed in circulation. The series consisted of stamps in 12 denominations. For this issue, V. Zavyalov created new original designs. The 1-kopeck stamp depicts the Kremlin Palace of Congresses. Printed by the offset method.
In June 1968, the series was reissued. The new printing was produced by the intaglio method.
