On February 25, 1921, in Georgia, after Soviet power was established, a Commissariat for Printing Houses was organized. On March 11, 1921, a printing department was created; on December 13 it was transformed into a trust of the printing industry under the Supreme Council of the National Economy of the republic. The printing departments of the Supreme Council of the National Economy were called upon to handle all issues relating to the printing industry, and above all the issues of nationalization.

Further measures were aimed at creating a unified, centralized base for the development of the entire book sector. On April 12, 1921, the Central Committee of the Communist Party of Georgia proposed that the Revolutionary Committee nationalize all libraries and reading rooms. Broad segments of the population were granted access to the republic's book resources. By a decree of the Revolutionary Committee (July 5, 1921), "all printing houses and lithographies existing within the Georgian SSR, together with all their equipment, as well as materials of the printing industry, are declared the property of the Georgian SSR." The Plenum of the Central Committee of the Communist Party of Georgia (July 14, 1921) resolved "to recognize as in principle possible the nationalization of large-scale book trade, and also to grant the People's Commissariat of Education the right and opportunity to requisition the necessary books from second-hand booksellers and private persons." As a result of these and other measures, it proved possible to concentrate all the commanding heights in book publishing and book distribution in the hands of party and Soviet bodies.
