The Committee for Assistance to Wounded and Sick Red Army Soldiers under the All-Russian Central Executive Committee (VTsIK) was established by a VTsIK resolution of October 29, 1919. Its purpose was to assist Soviet government bodies in providing aid to Red Army soldiers during their treatment and evacuation, organizing their supply, and carrying out cultural and educational work among them. The Committee procured necessary items and materials and organized warehouses and shops.

On December 22, 1924, the Committee was renamed the All-Russian Committee for Assistance to War Invalids, Sick and Wounded Red Army Soldiers, and the families of those killed in the war. On September 7, 1925, the Committee was additionally tasked with matters of assistance to demobilized Red Army soldiers, in connection with which its name was уточнено from July 14, 1926.

It was dissolved on March 30, 1930 by a resolution of the VTsIK and the Council of People’s Commissars (SNK) of the RSFSR, and its functions were transferred to the newly established All-Russian Society for Assistance to War Invalids, sick, wounded, and demobilized Red Army soldiers, and the families of those killed in the war (Vseroobpom).
