Due to a shortage of copper and silver coinage, in late 1915 exchange treasury notes denominated in kopecks (1, 2, 3, 5, 10, 15, 20, and 50 kopecks) were developed. The 10-, 15-, and 20-kopeck notes did not enter circulation because postage-stamp money of the same denominations was issued, and most of the print run was destroyed. Lower denominations circulated until mid-1916, when they were also replaced by postage-stamp money. The 50-kopeck denomination lasted the longest (produced until 1918). They remained in circulation until the appearance of "sovznaki" in 1919. They were printed at the Expedition for the Procurement of State Papers in Petrograd.
