At the end of 1921, Khabarovsk was occupied by the troops of the Provisional Priamur (Merkulov) Government.

The troops that entered the city, and the administrative bodies accompanying them, brought with them the banknotes in circulation in Vladivostok—yen. After several months of continued occupation of Khabarovsk, the latter was liberated by units of the army of the Far Eastern Republic (FER), and from that time—spring 1922—again became part of the Far Eastern Republic.

By 1922, the monetary circulation of the latter had completely switched to a gold monetary unit with an auxiliary silver coin—bank and billon.

This same coin became the sole instrument of monetary circulation in the Khabarovsk area as well.

However, even after returning to transactions in Russian hard coin, transactions in foreign currency still did not cease. The main reason for this was a shortage of Russian coinage, particularly small change.

This circumstance led to the issuance of their own scrip by cooperatives serving the military units quartered in Khabarovsk. Thus, in July 1922, the “Military Cooperative Association of the Khabarovsk Garrison” put into circulation its own scrip in denominations of 1, 2, 3, and 5 “kopeks in gold.” The redemption date for these notes was stated as January 1, 1923.
