Before the October Revolution, there was not a single state-owned store in Kizel (which was formerly called "Kizel Plant"). Trade was private — merchants and small shopkeepers. After the October Revolution, when trade began to be carried out only through small shopkeepers, the insufficiency of supply to the population became evident. Therefore, the primary task became to open state trade to fully ensure the supply of working people, but funds were needed to purchase food and industrial goods.

By a joint decision of the City Party Committee and the City Executive Committee, it was proposed to convene a citywide meeting of city residents, at which the issue of organizing a cooperative was considered. It would consist of shareholders — i.e., each resident was required to have a share and a shareholding booklet, according to which they would pay a certain amount monthly. Meetings were also held at the mines. Based on this, the first cooperative was organized in the city, located in the building of the Consumer Cooperative (now the telegraph building).

In 1923–1926, the cooperative stores operated very well, as there were enough food and industrial goods. The city's central cooperative, having united the stores of the mines, became known as the Central Workers' Cooperative (C.W.C.).
