RESOLUTION OF THE GENERAL MEETING OF WORKERS AND EMPLOYEES ON THE NATIONALIZATION OF THE TAGANROG METALLURGICAL PLANT.
From the report of the Control Technical and Economic Commission it became clear that the financial situation here is so dire that the question of its nationalization arose. Taking this into account, the meeting resolved to nationalize the plant and adopt the following resolution.
In view of the fact that the Board of the Taganrog Metallurgical Society refused to supply the Taganrog Metallurgical Plant with funds and, moreover, it still owes “Monotop” about 5 million rubles for coal and ore, we, the workers and employees of the Taganrog Metallurgical Plant, at the general meeting of 28 February 1918, resolved:
a) The Taganrog Metallurgical Plant shall pass into the ownership of the Russian Soviet Federative Republic.
b) To request the Council of the National Economy for a subsidy to pay wages and salaries to the workers and employees of our plant.
c) To instruct the Council of Elders, jointly with the Control Technical and Economic Commission, to develop precise legal norms for the transfer of the metallurgical plant into the ownership of the Russian Soviet Federative Republic and to submit such a draft for approval by the next general meeting of the workers and employees of our plant.
d) At the next meeting, to elect a management board and entrust it with the administration of the Taganrog Metallurgical Plant’s operations.
e) To instruct the Control Technical and Economic Commission, jointly with the Council of Elders, to complete the questionnaire sent by the South Russian Council of the National Economy.
