On March 22, 1934, a closed tailoring workshop was established under the Central Committee of the All-Union Communist Party (Bolsheviks). There was a need for a structure that could produce both clothing and footwear for high-ranking officials, so that the country's leadership would appear dignified both at home and abroad. The workshops were, in the literal sense, closed—only an "assigned contingent" could use their services.

The workshops were initially created with the specific purpose of serving representatives of the highest state authorities. In 1959, the scattered workshops were consolidated into one large atelier—the tailoring workshop of the Economic Department of the Administration of Affairs of the Central Committee of the CPSU—by a regulation on the tailoring workshop of the Economic Department. The "special atelier" was located in a building on Kutuzovsky Prospekt. Here, individual tailoring of clothing and footwear for members of the Politburo and the Central Committee apparatus was carried out. Access to the workshops was always restricted, and the location was not publicized. A narrow circle of clients entered the building based on special lists.
