Overprint on official stamps to convert them into regular postage stamps: without the word "private" on the word "official", "0" on the "No." symbol, a line canceling the district (school) name and number, and a new denomination of 1 kopek. Print run: 25 copies.

Official stamps were intended for official correspondence sent via the zemstvo post. They were used in 1912–1914, issued free of charge but accounted for. Emerald-green for 6 agronomic districts.
