In August 1923, the “Commission for Improving the Lives of Children under the Presidium of the Moscow Soviet of Workers’, Peasants’, and Red Army Deputies” was established as an organizing and guiding body for the creation and development of a child welfare system and for combating child homelessness.
As an interdepartmental organization, the Commission’s main tasks were to combine the efforts of all institutions—both governmental and public—aimed at helping children (joint development of plans for practical measures to assist children, resolution of administrative matters at the level of the Presidium of the Moscow Soviet), to ensure oversight of their activities, and to support the fulfillment of the stated objectives for improving children’s lives through administrative and financial means.
