20 July 1899 — the zemstvo post of Lokhvitsa Uyezd (Poltava Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Lokhvitsa, to the volost administrations. Delivery of private correspondence was paid for with zemstvo postage stamps. Their shape, size, printing methods, design, and numerous hand-made overprints are very diverse. All stamps bear the image of the uyezd coat of arms.
