On January 1, 1878, the Zemstvo post of Zenkov Uyezd (Poltava Governorate) was opened. Mail was dispatched from the uyezd center, the town of Zenkov, to the uyezd in three directions twice a week. Delivery of private correspondence was paid for with Zemstvo postage stamps of 1, 2, and 3 kopecks. The design of most stamps is composed of typographic ornaments. They were printed in private printing houses in Poltava. Some stamps bear an image of the uyezd coat of arms. From 1901, the stamps were also printed at the EZGB. The stamps were canceled in ink (by crossing out, adding the date, the surname of a Zemstvo employee, or the name of a locality).
