Overprint on the 1st issue.

Children are the builders of the future. Typographic overprint of a new denomination on the stamps of the first All-Union issue of the Children’s Commission under the All-Russian Central Executive Committee. Overprint: "1 kopek gold".

The Commission for the Improvement of Children’s Lives under the All-Russian Central Executive Committee. Established by a decree of the All-Russian Central Executive Committee dated February 10, 1921, on the initiative of F. E. Dzerzhinsky, Chairman of the Cheka (Chairman of the Children’s Commission of the All-Russian Central Executive Committee in 1921–1923), in connection with a sharp rise in child homelessness that occurred as a result of the Civil War of 1917–1922. Its tasks included overall leadership in protecting children’s life and health, assisting institutions responsible for these matters, monitoring the implementation of directives issued by governing bodies on child protection and on providing children with everything necessary. The Commission’s funds were raised through special levies, lotteries, voluntary donations, etc.

On September 25, 1938, by a decree of the Presidium of the Supreme Soviet of the Russian Soviet Federative Socialist Republic, the Commission was dissolved in connection with the abolition of the All-Russian Central Executive Committee, as well as the elimination of mass child homelessness.
