In the 1930s, Goznak actively modernized production. Watermarked paper was more expensive and more difficult to manufacture. For the mass reprinting of definitive stamps, whose print runs were measured in billions, an economical decision was made to use ordinary paper without a watermark. This sped up the process and reduced production costs.
