The Mykolaiv District Committee for Combating Unemployment was one of many committees established in the Soviet Union in the 1920s to address the problem of unemployment, which was significant in the post–Civil War period and during the transition to the New Economic Policy (NEP). These committees organized public works, vocational retraining, the placement of unemployed people into jobs, and other measures aimed at reducing unemployment.

In the 1920s, the Soviet Union faced serious economic difficulties, and unemployment was one of the key social problems. In 1924, the USSR had 980,000 unemployed people. In Ukraine, there were about 120,000 unemployed, and in Mykolaiv there were between 15,000 and 18,000. By the number of unemployed, Odesa Governorate ranked first in Ukraine, and the Mykolaiv region ranked first within the governorate.

Committees for combating unemployment played an important role in the state’s efforts to control and mitigate the consequences of unemployment, as well as to integrate unemployed people into the country’s economy.
