20 July 1899 — the Zemstvo post of Lokhvytsia Uyezd (Poltava Governorate) was opened. Mail was sent from the uyezd center, the town of Lokhvytsia, to the volost administrations. Delivery of private correspondence was paid for with Zemstvo postage stamps. Their shape, dimensions, printing methods, design, and numerous hand-applied overprints vary greatly. All stamps bear the image of the uyezd coat of arms.
