July 20, 1899 — the Zemstvo post of Lokhvytsia Uyezd (Poltava Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Lokhvytsia, to the volost administrations. Delivery of private correspondence was paid for with Zemstvo postage stamps. Their shape, size, printing methods, design, and numerous hand-applied overprints are highly diverse. All stamps depict the uyezd coat of arms.
