March 3, 1878 — the Zemstvo post of Zadonsk Uyezd (Voronezh Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Zadonsk, to the uyezd’s volosts once a week. The forwarding of private correspondence was paid for with Zemstvo postage stamps. Stamps of the first issues (1878–87) bear a registration number, written in ink when a letter was accepted, as well as a detachable coupon that served as a receipt. From 1887, stamps in denominations of 1, 3, and 5 kopecks were issued with images of the governorate and uyezd coats of arms. The final issue of 1914 was dedicated to the 50th anniversary of the Zemstvo institutions. The stamps carry the dates “1864–1914” and the coat of arms of the Voronezh Governorate.
