Municipal issue from the First World War period. The Vindava City Self-Government undertakes to pay this debt note immediately upon the end of the war.

During the First World War in 1915, Vindava (now Ventspils) was one of the forward bases and strongpoints which, according to the plan at the beginning of the war, were abandoned by the Russian fleet and occupied by the enemy. 1

However, on the night of 20 November 1915, destroyers of the Russian Baltic Fleet carried out a raid operation, as a result of which the German patrol vessel "Norburg" was sunk off Vindava. The operation was planned by the commander of the Mine Division of the Baltic Fleet, Captain 1st Rank Alexander Vasilievich Kolchak. 2

Also, on 16 December 1915, the destroyers "Novik", "Pobeditel", and "Zabiyaka" laid 150 mines not far from Vindava on the likely routes of German ships. The next day, on this minefield, the light cruiser "Bremen" and the torpedo boat destroyer T-191, which had sailed from Vindava for patrol duty, struck mines and were lost. The following year, on 26 May, another enemy destroyer struck Russian mines off Vindava and sank.
