Committees for the Care of the Poor are organizations established in cities to register and provide assistance (guardianship) to those who beg for alms, as well as to seek measures to eradicate beggary.
The measures of assistance provided by the committee to non-criminal beggars include obtaining residence permits for them, placing them in almshouses, finding work, and supplying clothing, linen, footwear, and money.
