The question of the unrealized Novorossiya issue remains open. The most likely version is that the CBR payment notes were ordered by private individuals not connected to the official structures of the DPR/LPR.
According to another version, the order was official, the print run was produced, but was later completely destroyed before being delivered to the DPR/LPR territory. Legally, the Novorossiya payment notes were never put into circulation in the DPR/LPR.
On October 24, 2014, a DPR resolution was issued to establish a commission on financial system matters. Three days later, on October 27, this commission began work; among other things, the issue of the DPR currency was considered. The collector and artist D. Zagorenko created drafts of DPR paper banknotes, placing on the obverse portraits of notable local figures and on the reverse architectural landmarks. The denominations ranged from 1 to 100 rubles. This project was rejected. Zagorenko began developing a new project. According to DPR representatives, specialists not only from the DPR but also from the Czech Republic and Russia (Moscow, Volgograd) were involved in developing the Novorossiya payment notes.
As a result, drafts were developed for banknotes in denominations of 1, 5, 10, 25, 50, 100 payment notes. In addition, paper kopeks were developed in denominations of 1, 10, 20, 50. It was assumed that 1 payment note would be equal to 0.1 grams of pure gold; there were also reports that 1 payment note would be equal to 4 US dollars.
According to S. Perkhalsky, they were produced in Russia, but not at the Goznak printing works; rather, at one of the private printing houses.
The Central Republican Bank of the Donetsk People's Republic was established on October 7, 2014, when the Council of Ministers of the self-proclaimed DPR amended the Regulation on the DPR Ministry of Finance to provide for the creation of the "Central Republican Bank of the Donetsk People's Republic".
In June 2022, it became known that, in connection with the entry of the Russian "Promsvyazbank" into the DPR, the CBR would transfer to it the functions of servicing the population.
According to Decree of the President of the Russian Federation No. 841 of November 21, 2022, the DPR Central Bank was transformed into LLC "PSB-Donetsk", and on February 3, 2023 it became the property of Promsvyazbank.
