12 March 1869 — the Zemstvo post of Laishev Uyezd (Kazan Governorate) was opened. Mail was dispatched from the uyezd administrative center, the town of Laishevo, along 2 zemstvo routes in the southern and northern directions twice a week. Ordinary and money correspondence, as well as parcels, were accepted. A fee was charged for the delivery of private correspondence.

From 10 May 1896, to pay for the delivery of private correspondence (ordinary and registered letters and parcels), zemstvo postage stamps of 3 kopeks were introduced. The design is similar to that of the stamps of Bugulma Uyezd of Samara Governorate. They were printed at a private printing house. They were cancelled in ink (by crossing out or by writing the date), as well as with round and oval handstamps. From the end of 1904 the delivery fee was abolished, but an insurance fee for forwarding private money letters was retained.
