Zemstvo post of Ostrogozhsky Uyezd (Voronezh Governorate). Opened in 1867. Correspondence was sent from the uyezd center, the town of Ostrogozhsk, to 30 volost administrations of the uyezd. From January 1, 1879, zemstvo postage stamps with a denomination of 1 kopeck were introduced for private letters and wrappers. The stamps have a rectangular frame or a frame rounded at the top, inside which the denomination is indicated, and along the edges the inscription “Stamp of the Ostrogozhsk Zemstvo Post.” The stamps were cancelled with ink. From January 1, 1884, the sale of stamps ceased, and private correspondence was delivered free of charge.
