Zemstvo post of Ostrogozhsky Uyezd (Voronezh Governorate). Opened in 1867. Mail was sent from the uyezd administrative center, the town of Ostrogozhsk, to 30 volost administrations of the uyezd. From January 1, 1879, zemstvo postage stamps of 1 kopeck were introduced for private letters and wrappers. The stamps have a rectangular frame or a frame rounded at the top; inside it the denomination is indicated, and along the edges is the inscription "Ostrogozhsk Zemstvo Post stamp". The stamps were canceled in ink. From January 1, 1884, the sale of stamps ceased, and private mail was delivered free of charge.
