The Leningrad Union of Consumer Societies (LSPO) was established pursuant to the decree of the Central Executive Committee and the Council of People's Commissars of the USSR dated May 20, 1924, "On Consumer Cooperation."
In its activities, the Leningrad Union of Consumer Societies (LSPO) was subordinate to the Central Union of Consumer Societies of the USSR and the RSFSR (Centrosoyuz).
From its foundation until its liquidation, its name and administrative subordination remained unchanged.
The functions of the LSPO included: facilitating the establishment of consumer cooperative organizations and the development of their activities; selling and purchasing goods and materials; procuring raw materials for sale, processing, and refinement; establishing and leasing factory and plant, mining and industrial, agricultural, and other enterprises, as well as warehouses for the storage of goods; conducting cultural and educational work. The LSPO had the right to open its own branches, agencies, and offices.
