On February 1, 1871, the zemstvo post of Vesyegonsky Uyezd (Tver Governorate) was opened. At first, mail was sent once a week; from 1874, twice a week from the uyezd center, the town of Vesyegonsk, along the zemstvo route toward the town of Krasny Kholm, via 22 volost administrations. Delivery of private correspondence was paid for with zemstvo postage stamps. All of them bear images of the governorate and uyezd coats of arms.

From 1895, in connection with changes to zemstvo postal rates, 3- and 10-kopeck stamps were issued.

The stamps were printed in private printing houses, and also at EZGB in 1912; they were canceled with ink (by crossing out and writing the date), and with various handstamps.
