In 1893, the zemstvo post of Valky Uyezd (Kharkov Governorate) was opened. Mail was sent from the uyezd administrative center, the town of Valky, to 16 volosts of the uyezd twice a week. Delivery of private correspondence was paid with zemstvo postage stamps featuring a uniform design: the denomination in the center of an oval, and along the edges the inscription "Valky Zemstvo Postage Stamp". From 1904, only 5-kopeck stamps were used, since, apart from private letters, all other correspondence was exempt from payment. The stamps were cancelled with round postal handstamps.
