Cooperative of the Main Physical Observatory of the Ministry of Public Education. Before the Revolution, the observatory was called the Nikolaev Observatory.
The scrip notes were presumably issued from 1917 until mid-October 1918, since on 15 October 1918 a Decree introducing the new orthography came into force (dated 10 October 1918 and published in the newspaper “Izvestia” on 13 October 1918).
