22 March 1903 — the Zemstvo post of Kobelyaky Uyezd (Poltava Governorate) was opened. Mail from the town of Kobelyaky was sent out with drivers from Zemstvo postal stations. The delivery of private letters and parcels was paid for with Zemstvo postage stamps. The stamps were printed by private printing houses and by the printing office of the Poltava Provincial Government. All bear images of the provincial and uyezd coats of arms. The stamps were cancelled with oval and circular postmarks.
