22 March 1903 — the Zemstvo post of Kobelyaky Uyezd (Poltava Governorate) was opened. Mail from the town of Kobelyaky was dispatched with coachmen from Zemstvo postal stations. Delivery of private letters and parcels was paid for with Zemstvo postage stamps. The stamps were printed by private printing houses and by the printing office of the Poltava Governorate Administration. All bear images of the governorate and uyezd coats of arms. The stamps were cancelled with oval and circular postmarks.
