The emergence of the first consumer societies in Yelets Uyezd dates back to 1910. Arising in different places throughout the uyezd, the consumer societies initially lived separate lives from one another, and only in 1916 did eight consumer societies—Arzamachenskoye, Kazinskoye, Zasosenskoye, Olshanskoye, Lavskoye, Palenskoye, Voronetskoye, and Volchaskoye—unite to carry out joint procurements and organize a procurement department. As of January 1, 1918, the number of consumer societies объединяющихся закупочным отделом was 231. And in March 1918, the procurement department was reorganized into the Yelets Union of Consumer Societies. On January 10, 1924, 32 Yelets consumer societies established a union of consumer societies.
District unions of consumer associations ceased their activities on the basis of a resolution of the CEC and the SNK of the USSR dated June 15, 1927 (S.U. No. 113, Art. 765).
