In 1870, the Zemstvo postal service of Kolomna Uyezd (Moscow Governorate) was established. Mail was sent from the uyezd center, the town of Kolomna, along the Sukovo and Malino routes once a week. Private correspondence was forwarded upon payment of a 5-kopeck fee.
From 1871, Zemstvo postage stamps were introduced. They were divided into "prepaid" (red) and "due" (blue).
From 1889, stamps of 1, 2, 3, and 5 kopecks were issued with the inscription "prepaid" or "due".
The design of some stamps was circular or octagonal. The stamps depict the coat of arms of Kolomna Uyezd. They were cancelled in ink (by crossing out) and with round postmarks.
From 1903, the fee for the delivery of ordinary letters was abolished. Delivery of registered and money letters (2 kopecks), magazines and newspapers (1 kopeck per bundle) was paid for.
