By the end of 1925, the Vinnytsia Central Workers' Cooperative included 25 shops, whose total turnover exceeded two million rubles. However, retail trade in Podolia was predominantly in the hands of private individuals.
The restoration of the most important branches of industry made it possible to turn attention to improving municipal services as well. From 1923, the power plant and water supply system in Vinnytsia began operating without interruption, and by the end of the year tram service was restored. In that same year, the Kamianets-Podilskyi, Mohyliv, Proskuriv, and Zhmerynka power stations were put into operation. Bridges and paved roads were repaired, and new ones were built. The housing stock was restored, and the construction of new buildings expanded. Measures were taken to improve the living conditions of working people.
