The first session of the Gryazovets Uyezd Zemstvo Assembly took place on September 25, 1869. It was an organizational meeting held after the election of the uyezd deputies. It also, evidently, approved the composition of the first uyezd Zemstvo Board, consisting of a chairman and two members. It likewise outlined the aims and tasks of the uyezd zemstvo for the near future, for the period of preparation for the 1870 session of the uyezd assembly, at which it was to determine, as can be seen from the Board's reports, the state of affairs in the economy, education, public health, and other spheres of local life, and to develop proposals for improving all these areas.
The Gryazovets Zemstvo Board began its work on January 20, 1870, and by the 2nd session of the Gryazovets Uyezd Zemstvo Assembly, held from September 22 to 30, 1870, it indeed prepared a whole series of reports on the situation in the uyezd, including in public education, and proposed a number of measures to "raise the level of education in Gryazovets Uyezd."
