The first session of the Gryazovets Uyezd Zemstvo Assembly took place on September 25, 1869. It was an organizational meeting held after the elections of uyezd glasny. It also, evidently, approved the composition of the first uyezd zemstvo board (Uprava), consisting of a chairman and two members. It likewise outlined the aims and tasks of the uyezd zemstvo for the near future: the period of preparation for the 1870 session of the uyezd assembly, at which it was to determine, as can be seen from the Uprava reports, the state of affairs in the economy, education, public health, and other areas of the local population's life, and to develop proposals for improving all these spheres.
The Gryazovets Zemstvo Board (Uprava) began its work on January 20, 1870, and by the 2nd session of the Gryazovets Uyezd Zemstvo Assembly, held from September 22 to 30, 1870, it did indeed prepare a whole series of reports on the situation in the uyezd, including on public education, and proposed a range of measures "to raise the level of education in Gryazovets Uyezd."
