From the statement of Klavdiya Andreevna Luppova addressed to the Director of Public Schools of Vyatka Province:

"In May 1913, in the city of Vyatka, the Society for the Promotion of Primary Education was established.

The tasks of this Society, under its approved Charter, consist in providing material and moral support to pupils in lower schools, as well as caring for the preschool upbringing of children.

Above all, the Society set as its goal the establishment of a free kindergarten for the urban poor. For this purpose, free premises are already being requested, and designated funds are already available. It would be desirable to open it in November 1913.

Kindergarten program of activities:

Singing.
Gymnastics.
Drawing.
Modeling.
Paper folding.
Embroidery.
Punchwork.
Building with blocks.
Cutting and pasting cardboard crafts.
Making flowers and, in general, all kinds of work accessible to young children.

In addition, the teacher talks with the children about natural phenomena and the world around them. The children learn prayers and become acquainted with basic literacy.

Classes begin at 9 or 10 in the morning and continue until 2 p.m.

The children are given a hot breakfast; excursions and walks are arranged for them.

Age of the children: from 3 to 7 years.

The Board of the Society requests permission to establish a kindergarten in the city of Vyatka.

Overall supervision and organization of the kindergarten is entrusted to the Comrade (Deputy – A.R.) of the Chairman of the Society, Klavdiya Andreevna Luppova, who herself has already operated a kindergarten for the third year and has received permission from the Trustee of the Kazan Educational District.

The Society has the honor to request that Anastasiya Ignatyevna Pitirimova and Mariya Nikolaevna Silvinskaya be appointed as kindergarten teachers.

In the proposed free kindergarten, the Board, for the initial period, limits enrollment to 50 children.""
