From the statement of Klavdiya Andreevna Luppova addressed to the Director of Public Schools of the Vyatka Governorate:
“In May 1913, in the city of Vyatka, the Society for the Promotion of Primary Education was established.
The tasks of this Society, as set forth in its approved Charter, consist in providing material and moral support to pupils in lower schools, as well as in caring for the preschool upbringing of children.
The Society has, first and foremost, set itself the goal of establishing a free kindergarten for the urban poor. For this purpose, free premises are already being requested, and dedicated funds are already available. It would be desirable to open it in November 1913.
Kindergarten program of activities:
Singing.
Gymnastics.
Drawing.
Modeling.
Paper folding.
Embroidery.
Pricking work.
Building with blocks.
Cutting out and pasting cardboard crafts.
Making flowers and, in general, all kinds of work suitable for children of this age.
In addition, the teacher talks with the children about natural phenomena and about the world around them. The children learn prayers and become acquainted with elementary literacy.
Classes begin at 9 or 10 in the morning and continue until 2 o’clock in the afternoon.
The children are provided with a hot breakfast; excursions and walks are organized for them.
Children’s ages range from 3 to 7 years.
The Society’s Board asks permission to establish a kindergarten in the city of Vyatka.
Overall supervision and organization of the kindergarten is entrusted to the Deputy Chair of the Society, Klavdiya Andreevna Luppova, who herself has had a kindergarten for the third year already and has received permission from the Trustee of the Kazan Educational District.
The Society has the honor to request that Anastasiya Ignatyevna Pitirimova and Mariya Nikolayevna Silvinskaya be appointed as kindergarten teachers.
In the proposed free kindergarten, the Board, for the initial period, limits the enrollment to 50 children.”
