In May, Peter I approved the post of General Police Master, thus creating a new government office. However, the police established by Peter differed greatly from the modern one. If today the police are responsible for maintaining public order, under Peter I their functions were much broader: the Police Master’s Chancellery also monitored street cleanliness, urban development, taverns, and fire safety. But that was not all—according to Peter’s plan, it was to be an all-encompassing service meant to supervise and direct the lives of ordinary people. In legislation under Peter I, the concept of the "common good" is often used—the police were supposed to ensure this good.

On November 25, Peter I issued a decree on assemblies, which brought a fundamental change to urban entertainment. Women for the first time gained the right to attend public gatherings, and entry to an assembly was to be open to anyone decently dressed, except for servants and peasants.
